Proud to be born and raised in Chicago, Ms. Mulligan credits her success to the amazing mentors and professors who have educated her at the University of San Diego (B.A., 1978), Oxford University, St. Anthony’s College, (1976-77), University of San Diego School of Law (J.D. 1981, Order of the Coif), and the Trial Lawyers College ( 2012).

Giving back to the community is important to Ms. Mulligan. She served as a clinical instructor at the University of California San Diego Medical Center (2012-2016) and is a commissioner on the State Bar of California Judicial Nominations Evaluations Commission (JNE). In recent past, she served the American Bar Association (ABA) as the Chair of the Standing Committee on Medical Professional Liability, an active delegate to the ABA House of Delegates and a member of Council of ABA Tort Trial Insurance Practice Section. She served on the Boards of Directors of the San Diego County Bar Association, the Consumer Attorneys of San Diego and Lawyers Club of San Diego and the Lawyers Club Advisory Board. Ms. Mulligan was the Chair of the San Diego Inns of Court and she continues to serve as a Master in the Welsh Inn of Court.

Ms. Mulligan lectures extensively both domestically and internationally. She has been a speaker in a number of venues throughout the United States as well as Germany, Italy, Latvia, Hungary, Poland, England and Austria.As an outgrowth of her representation of people in a variety of cases and her national and international lectures, she has also gained extensive experience in related issues involving telemedicine/telehealth, medical privacy, medical ethics and the Affordable Care Act. She has a particular interest in the California Confidentiality of Medical Information Act (CMIA). Ms. Mulligan has a deep passion for the practice of law, and a unique ability to articulate people’s cases in a way that resonates with jurors and arbitrators.
